Chapter One: Introduction

1.1 Background of the Study
The autonomy of state legislatures is a key element of Nigeria’s federal system, designed to ensure that legislative bodies at the state level can operate independently from both the executive and federal interference (Abdullahi & Olanrewaju, 2024). In Gusau, Zamfara State, there have been concerns over the erosion of legislative autonomy due to political influence, executive interference, and lack of adequate legal safeguards (Mohammed & Gambo, 2023). This study will assess how constitutional provisions intended to protect the autonomy of state legislatures are implemented and the challenges that hinder their full realization in Gusau LGA.

1.2 Statement of the Problem
Despite constitutional guarantees for the autonomy of state legislatures, the reality in Gusau has seen instances where the executive and other external forces have undermined legislative independence (Yusuf & Bello, 2023). This study will investigate the extent to which constitutional provisions for legislative autonomy are respected, and the factors contributing to their failure in practice.

1.3 Objectives of the Study

  • To assess the impact of constitutional law on the autonomy of the state legislature in Gusau LGA.

  • To explore the challenges faced by the state legislature in Gusau in maintaining its autonomy.

  • To recommend strategies for strengthening the autonomy of state legislatures in Gusau LGA.

1.5 Research Hypothesis

  • H₂: Political and executive pressures are the primary factors undermining legislative autonomy in Gusau LGA.

  • H₃: Strengthening the legal framework and reducing political influence will enhance legislative autonomy in Gusau LGA.

1.6 Significance of the Study
This study is significant as it will provide insights into the challenges facing legislative autonomy in Gusau LGA, helping to inform policy reforms and legal adjustments aimed at strengthening the independence of state legislatures. The findings will be of value to legislators, political analysts, and legal reform advocates.

1.7 Scope and Limitations of the Study
The study will focus on Gusau LGA in Zamfara State, assessing how constitutional provisions on legislative autonomy are enforced. The limitations include potential resistance from local politicians and the challenge of obtaining access to internal legislative processes.

1.8 Operational Definition of Terms
